South of that is Eden Landing. Six thousand four hundred acres of old salt ponds coming back to marsh and shorebird habitat, with more than a thousand acres finished and a 2.75 mile run of Bay Trail along the edge. Another four miles of Bay Trail is planned across the Hayward and Union City baylands. Crews out there work levee roads with no power, no water and no building within a couple of miles of them.
Levee work has its own rules, and most of them are about the ground. After a wet winter those roads soften, and a 29 foot box needs a route plan before it needs a parking spot. We send the flagship when access is good and a smaller combo when it is not. Either way the unit goes out fully self-contained with its own generator. There is a second reason we run sealed out there, and it is obvious once you have stood on that levee. Storm drains on this side of town empty into marsh that federal, state and regional agencies are actively rebuilding.
Then there is why the levees are being raised at all. The shoreline adaptation plan HASPA put together says that without the work, much of that marsh is underwater by 2050, and it names the city’s own wastewater treatment plant as the thing new levees have to protect. So the plant gets a wall, the levees get built, and somebody is out there hauling and pouring for years. Those crews have to wash up somewhere.

The Water Pollution Control Facility off the west side was built in 1952 and is rated for 18.5 million gallons a day of dry weather flow and 35 million at peak wet weather. It handles about 11.3 million on an average day, and an improvements program is underway to carry it through 2048. Treated flow leaves through the Hayward Effluent Pump Station and a deep water outfall shared with the East Bay Dischargers Authority, where it is dechlorinated before it reaches the bay.
