There is a lot of dirt moving in this county right now. CDOT is rebuilding the Powers Boulevard and Airport Road intersection as a diverging diamond, and the work runs into late 2026. On the north end, the final stretch of the Powers extension between Highway 83 and Voyager Parkway picked back up in early 2026. Three new bridges are going in. Two carry roads at Flying Horse Club Drive and Ridgeline Drive, and the third is a pedestrian crossing just north of them. That is two and a half miles of open ground with wind and no shade. No water either.

South and east of town the driver is military work. The Military Access, Mobility and Safety Improvement Program is a big state and federal roads package covering I-25 and South Academy Boulevard. One piece widens about a mile and a half of South Academy to three lanes each way. A new Space Force operations facility is planned at Schriever, tied to about 2,500 civilian jobs. Crews on that side of the county sit a long way from anything with plumbing. That is the whole case for crew shower trailer rentals on a site like it.

Site managers care about one rule. OSHA 1926.51 exempts mobile crews only when they have transportation readily available to nearby washing facilities, and the agency reads nearby as generally under ten minutes. Drive off Peyton Highway and tell me what is under ten minutes. We have put units on grading jobs past Marksheffel where the nearest gas station was a fifteen minute round trip, and the foreman got that time back every single shift.

Vertical work in town is its own problem. The 294-unit Junction on 8th near Moreno Avenue and the 68-unit Jet Wing Flats on the southeast side are tight urban sites. A 35 foot rig has to thread in and park once. We measure those before we commit to a date. On the east side, Banning Lewis Ranch grading is the opposite situation, wide open with nothing to tie into. Ramps, ADA rooms and placement for portable shower trailers in Colorado Springs

El Paso County Public Health regulates onsite wastewater treatment systems under Chapter 8 of the Board of Health regulations. That covers where a system goes, how it is designed and how it is kept up. A new system permit is required for any new structure where people live, work or gather that sits more than 400 feet from a sanitary sewer connection. Since January 2024 those applications have to come from a licensed installer. Statewide, counties permit systems handling 2,000 gallons a day or less, and every local health agency has to be at least as strict as state Regulation 43. A holding-tank trailer on a temporary site is a different animal, which is why it is usually the fast path. When we tie into an approved system on a long job, that part gets done by the book. Hookups and service visits follow the same schedule for temporary shower trailers in Aurora, Colorado.

Water is the other permit conversation. Colorado Springs Utilities sells temporary water service, and a hydrant connection has to be protected by an approved backflow prevention assembly. Using a hydrant and meter without that is illegal. The meter gets calibrated at the Utilities meter shop as part of the permit. Applicant-owned hydrant meters are 3 inch units measured in gallons with a 100 multiplier. If your site will pull from a hydrant, start the paperwork early. It is not a same-day item.

On construction sites the federal floor is OSHA 1926.51. Washing facilities have to be kept sanitary and supplied with hot and cold running water or tepid running water plus soap. Toilet minimums start at one unit for up to 20 workers. Mobile crews are exempt only when transportation to compliant facilities is readily available, and OSHA guidance treats that as generally under ten minutes. That rule is worth leaning on rather than working around, because a crew that cleans up on site finishes the shift on site. Outside city limits you are dealing with El Paso County permitting instead, which covers Black Forest and the east county towns out past Peyton. Plan for both.

Wind is what makes fire here different. The Hammer fire started on an April afternoon in 2026 near Hanover, about seven miles southeast of Fountain. First reports had it near 200 acres. Gusts pushed it past 4,200 acres the same evening and to 4,900 overnight, and the Sheriff’s Office ordered evacuations from Hammer Road east to South Peyton Highway. Ten agencies worked it, including the county wildland fire unit and the Forest Service. None of that was scheduled.

Longer memories around here run to 2012 and 2013. Waldo Canyon burned about 18,000 acres and took 347 homes. The next June, Black Forest burned 14,280 acres, damaged or destroyed 489 homes, and pushed 41,000 people out of their houses. Those two years rewrote how this county stages a response. The Colorado Division of Fire Prevention and Control is the lead state agency now.

Camps end up in the same few places. The El Paso County Fair and Events Center at Calhan, or somebody’s gravel ranch yard off a county road. Almost none of it has a sewer connection sized for a camp, so the tanks ride along. Our 8-Station carries enough waste capacity for a busy camp to go a full day between pumps instead of chasing a truck every few hours. The 8-Station is also CAL FIRE approved, which is the line incident managers look for on a resource order.

Elevation changes the plan. A camp at 8,000 or 9,000 feet in the Pike National Forest is noticeably colder at 4 a.m. than the city is at the same hour, and that is when a shift comes off the line. Have the spot cleared the day before. Compacted gravel or asphalt is ideal, and we need it within a few inches of level, because drains care about that more than tires do. How do long-term terms work if our job runs past six months?
