Washington Filmworks pays productions to shoot here. The incentive runs 30 to 40 percent cash back on qualified in-state spend, and it is funded through June 30, 2030. A City of Seattle Master Film Permit covers City streets, sidewalks, parks and the Seattle Center campus grounds. So a series can put a base camp on public ground here on a permit. That is where we park.

The permit is the easy part. Filming in a Seattle residential area is off limits from 10 p.m. to 7 a.m. on weekdays and from 10 p.m. to 9 a.m. on weekends, unless the production pulls a temporary noise variance. Washington’s 2026 fire year was a big one. The Sinlahekin Fire in Okanogan County reached 154,480 acres after a July 26 start. Kaiser Canyon crossed Okanogan and Ferry counties at 138,213 acres. Little Giant burned 116,996 acres in Chelan County. More than 11,000 people were evacuated statewide. Most of that ground sits east of the Cascades, and the trucks and sanitation that feed those camps stage out of the I-5 corridor. Which is why a Puget Sound yard matters for a fire in Okanogan.

August 1 showed what a camp really takes. Three fires near Spokane, Old Trails, Fairview and Autumn Lane, ran under a red flag warning forecasters called unprecedented. By that Monday morning 65,000 people inside Spokane city limits had been evacuated, and 921 homes and other structures were gone. Crews came from nearly 30 states and more than 100 agencies. The command post moved to the Spokane County Fair and Expo Center, which turned into a full base camp with laundry and shower stations built to run for weeks. FEMA Region 10 brought in two wildfire base camps set up so 2,000 firefighters could eat, shower and sleep.

Fires happen on this side of the Cascades too. The Bear Gulch Fire started July 6, 2025 near Lake Cushman in Mason County, reached 20,000 acres, and was not contained until November 12. People called it the largest fire in western Washington in a generation. Haze from it reached Seattle by late July. On August 12 pyrocumulus clouds darkened the sky across central Puget Sound. That fire was roughly two hours from the city.

Shift change is the whole problem at fire camp. Crews come off the line at 12 hours or more, filthy, and the next shift is already in briefing. The 8-Station handles about 200 people a day on 1.5 GPM metered heads, which is the point of metering when your water arrives by truck. It is CAL FIRE approved for agency work. Start with where the water goes, because that is where cheap vendors fall over. The King County Industrial Waste Program requires written authorization before waste is hauled into the county system, and completed applications normally clear in five business days or less. Domestic waste water is defined to include material pulled from a septic tank, a cesspool or similar works that take only domestic sewage, and South Plant is the only King County facility that takes septic system waste. Every hauler disposing there needs a Pumper Certificate of Competency from Public Health Seattle and King County, a signed annual waste water disposal permit, and a million per occurrence in automobile liability. A shower unit is only as good as that chain behind it.

On the jobsite side, WAC 296-155-140 is the state construction sanitation rule, and it helps you. It requires clean tepid wash water between 70 and 100 degrees at all construction sites, individual hand towels, and a cleanser strong enough to take off paints and insecticides. L&I filed permanent updates to the chapter effective July 1, 2025. Mobile crews get an exception only when workers have transportation on hand to a facility that does meet the rule within three minutes travel. Warm water is the baseline on a Washington site, and a private hot water unit is the straightforward way to get there.

Then the curb and the clock. SDOT issues a right of way construction staging permit for staging equipment in the public right of way. A trailer and hitch parked there has to stay attached to a vehicle. A spot in paid parking needs a temporary no parking zone first. The noise code allows construction from 7 a.m. to 10 p.m. on weekdays and 9 a.m. to 10 p.m. on weekends, with a 7 p.m. end in residential zones, and impact work like pile driving held to 8 a.m. to 5 p.m. On the event side the City recommends one toilet per 100 people and requires hand sinks with hot and cold running water within 200 feet of food booths.

There were 74 active construction projects downtown heading into 2026, with 3,325 homes under construction in that core alone and more than 540 active multi-family and mixed use projects citywide. That is a lot of crews with nowhere to clean up. Dirty trades finish a shift coated in concrete dust or demo grit. Revive I-5 crews have been resurfacing the Ship Canal Bridge deck since the summer of 2025. Add the Fishermen’s Terminal Northwest Dock rebuild from 2026 through 2028, where rotting timber piers are coming out for steel piles.

Industrial work is its own animal. Boeing builds the 737 in Renton and the 767 Freighter, 777 and 777X in Everett, and the rework crews who come into those plants are outside trades with no locker room of their own. Same story at the refit berths on Harbor Island and in Ballard. Same at Fishermen’s Terminal, where more than 700 vessels come home from months off Alaska. Two things go wrong here more than anywhere else. Water crossings and grade. The Ballard and Fremont bridges sit low over the water and open for boats, which will hold a delivery truck for twenty minutes. A 29 foot box is 35 feet with the tongue, and plenty of Ballard and Capitol Hill blocks have no turning path for that. And on Harbor Island the ground is fill, so we bring plates for the jacks.

Then whether your site has power and water or the unit runs on tanks, how often the waste tank needs pumping, which follows head count and flow rather than the calendar, and whether you need ADA, laundry or an attendant. Could you reach a flood or evacuation site in King County the same day?

Often yes, and that is what the 24/7 dispatch line is for. The December 2025 atmospheric rivers pushed three of the state’s largest rivers past record flood levels and flooded about 30 more, and a major disaster declaration followed for the December 5 to 19 period.
