The updated specific plan was adopted on July 11, 2023, and it opens the district to roughly 20,000 homes and more than ten million square feet of new commercial space on ground that did not allow housing at all before. The Site Preparation Project won the American Public Works Association Silicon Valley Chapter’s Public Works Project of the Year in the 2026 award program, handed over at the May 8 gala. Its scope tells you everything about the job: influent sewer consolidation, utility relocation, demolition of existing facilities, and temporary facilities so staff had somewhere to work while Phase 2 got under way.
Phase 2 is the big one. Headworks and primary treatment, existing plant rehabilitation, secondary treatment and dewatering, the Cleanwater Center, cogeneration upgrades. Crews on a live wastewater plant rebuild work around raw influent, screenings, grit, biosolids and confined spaces all shift. They are not just dirty in practice. They are carrying something they should not put in a truck seat and take home. The other long civil job is the Sunnyvale East and West Channels Flood Protection Project. Valley Water is covering 9.5 miles of channel across Sunnyvale and Cupertino, about 6.5 miles on the East Channel and about 3 on the West, protecting 1,618 properties plus 47 acres of industrial land across eleven parcels. The work is floodwalls, levee and maintenance road improvements, bridge and culvert changes, sediment removal, and stabilizing bank sections that are actively eroding. Design hits 100 percent in spring 2026, advertisement is expected in November 2026, and construction runs from spring 2027 to the end of 2029. Google has its own enhancement reach on about 1,100 linear feet of the West Channel under a memorandum approved in April 2018.
Channel work teaches you one thing fast. Sediment removal is not clean dirt. Whatever has been sitting in a flood control channel since the last storm comes out with the crew. On the outreach side the work is steady rather than sudden: WeHOPE runs Dignity on Wheels in partnership with the city, delivering restrooms, showers, laundry and case management, alongside a temporary hotel shelter program of up to 30 days and a safe parking program the city kept studying through May 2026. Program days need private rooms with doors that lock, water still hot at the end of a session, and a clean reset between users. That is the whole spec.

It does not go to a storm drain, a landscaped strip, a flood channel or a site cleanout nobody authorized, and we document every pump out.
Then there is the crew side. Cal/OSHA’s construction standard sets one washing station for every twenty employees or fraction of twenty, kept clean, with enough water for effective washing, soap or another cleansing agent, and single-use towels or a warm-air blower. Where crews are around paints, coatings or other harmful substances, the washing setup has to actually remove those substances, which a caddy of cold water does not. The outdoor heat illness standard adds its own floor of at least a quart of drinking water per worker per hour, kept accessible the whole shift, plus shade and cool-down rests.
