Accessibility rules apply to temporary restrooms too. Under the 2010 ADA Standards, at least 5 percent of clustered portable units must be accessible, and when only one unit is provided, it has to be the accessible type. California’s Building Code, Chapter 11B, asks for more accessible units at special events than the federal rule does. The unit also has to sit on firm, level ground with a ramp no steeper than 1 to 12. The Palisades fire in January 2025 destroyed thousands of structures, and the rebuild is one of the largest construction efforts the city has ever seen in a single neighborhood. By mid-2026, about 3,090 building and electrical permits had been approved in Pacific Palisades, far more than in any other part of Los Angeles, and 563 of them were permits for new construction. That is a lot of crews on a lot of lots with no working plumbing.
The first rebuild permits came out just 57 days after the fire. Plan check for fire rebuilds still takes about 8 to 16 weeks in most cases, with faster review for simple like-for-like homes. The slowdowns are mostly hillside soil reviews, insurance money and finding contractors, so one home can keep a crew busy for a year or more.

A restaurant, school or office without working restrooms may have to close until the repair is done.
