Ten separate electric entities serve Washington County. St. George runs its own municipal power, with the Red Rock plant held in hot standby. Dixie Power is a 1946 cooperative with about 20,000 meters across southern Utah. Rocky Mountain Power covers St. George, Ivins and a good share of the county. When the grid breaks here, it tends to break across all of them at once.

That happened in 2025, when a PacifiCorp regional transformer failed and cut power to more than 40,000 people in the biggest county-wide outage since 2007. Dixie Power alone had about 27,000 customers dark and ran rolling blackouts to spread what it had. All ten entities pooled crews, restarted local generation and had the system back just before eleven at night. A restoration base camp built that fast is improvised ground, and nobody standing on it has a place to clean up.

The work queue in Washington County is longer than you would expect for a county this size. UDOT is widening I-15 from two lanes to three between Exit 6 at Bluff Street and Exit 8, and raising the freeway to fit new undercrossings at 400 East and 900 South. That job runs into the winter of 2028. Bluff Street is its own project, burying an open drainage ditch and putting in a modern storm drain. The George Washington Boulevard bridge is due in the summer of 2027.

Then there is water, because the county is building a regional reuse system that will take years, with pipe and pump stations going in around La Verkin and Toquerville. The Confluence Park reclamation plant came online in 2026 and treats up to 1.5 million gallons a day from La Verkin, Toquerville and Hurricane. The St. George reclamation facility is sized for about 17 million gallons a day, averages about 9.5, and is slated to grow. Every one of those sites is a fenced yard with a crew inside it for months.

Housing is why these turn into camps. Washington County is expected to add about 30 percent more people over the next decade, which works out to roughly 29,000 more homes, and there is no slack in the rental market today. Contractors here hear the same sentence we do. I would work for you, but I cannot find a place to live. So crews drive in from far out or they get housed near the work. Either way the washing up happens on site.

We size these by waste, not by water. A two shift trench crew on Bluff Street will drain the 950 gallon waste tank on an 8-Station long before the fresh side matters, because fresh tops off from a hydrant meter and waste has to be hauled to a permitted site. Federal construction sanitation sits in 29 CFR 1926.51, and Utah enforces it through its own state plan, UOSH. The rule puts potable water on the site and calls for washing facilities with clean tepid water, soap, and either individual towels or air dryers. Potable means water that meets state drinking standards or the EPA national primary drinking water rules at 40 CFR part 141. The duty belongs to the employer, and a rented unit satisfies it.

Waste has its own chapter, because Utah Administrative Code R317 covers wastewater design, holding tanks and liquid waste operations. True Grit Epic starts at Santa Clara Town Hall on March 21, 2026, with a one mile escorted roll through the old town before the course heads out. Ragnar Trail Zion keeps a camp village going for more than a day, with 15,016 feet of climbing in the course. The Winter 4×4 Jamboree works out of the Washington County Fairgrounds in Hurricane in January, with more than 35 guided trails into the Sand Mountain area and about 80 percent of its people coming from out of town.

Race throughput is different math than a jobsite. A trail relay peaks twice, at the handoff windows, so we size by the busiest hour instead of the daily total. Huntsman World Senior Games is the other end of it. October 5 to 17, 2026, more than 11,000 athletes aged 50 and up, in more than 35 sports at venues spread all over the county. This was farmland in the 1970s and it is now one of the fastest growing corridors in the county. The new drainage trunk line runs through it, which means trench crews and pipe crews in the same few square miles. Most of our deliveries out here land on dirt pads with no services yet.

Little Valley

Out at Sand Hollow, Warner Valley or up at Pine Valley there is usually nothing to tie into, so we plan delivered water and a pump schedule together. How many stations do I actually need for my head count and shift turnover?

Start with the window, not the payroll. The 8-Station handles about 200 people a day spread across a long day, but the same eight doors feel very different in the 40 minutes between a day shift walking off and a night shift walking on. For a two shift crew we count the biggest single changeover. For a relay or a finish line we count the busiest hour. Give us both numbers and we will size it without padding the order.

Do you have units with restrooms and laundry in the same trailer?

Yes. The 4-Station Shower, Restroom and Laundry Combo has four private bathrooms with a toilet and shower in each, plus a washer and dryer in their own room, and it fits crews up to about 30. On a fire camp or a multi week build, laundry is usually the real bottleneck and people do not realize it until week two. Will my jobsite power run it, or do I need a generator?

The 8-Station draws power from one 50 amp 220 volt circuit. The ADA + 2 and the 2-Station each use two 120 volt 20 amp circuits, which is a much easier ask. In this county we quote a generator more often than not, and that is partly because of the 2025 transmission failure, which put this county in the dark and made a guaranteed live panel look optimistic. If your site has clean power we will use it.

Can these run through a July heat wave and a Pine Valley freeze?

Both. Every unit has AC and heat with a smart thermostat, which is not a luxury when July days sit between 108 and 112 and the record for the state was set just south of town. Cold is the other side of it. The marathon start line is above 5,200 feet and freezes in October, and Veyo and Enterprise freeze all winter. We set the thermostat and check the lines before we hand it over.

Is there site prep I need to finish before your driver shows up?

Not much, but two things matter most, a path wide enough and a level pad.
