A 1,000 person event lasting two hours needs at least 6 toilets, and serving alcohol raises that count by 40 percent. Restrooms must sit at least 100 feet from food service and no more than 300 feet from the stands or activity areas.

The same state rule calls for a hand wash station for every 10 toilets, pumping at least once every 24 hours and removal within 48 hours after the event ends. We build our service plans around those timelines. On construction sites, federal OSHA rule 29 CFR 1926.51 sets toilet counts by crew size and only counts toilets that are kept clean.
