Crew shower trailers for the Rice Avenue bridge, the port and the base
The biggest road job in the city is the grade separation at Rice Avenue and Fifth Street. Crews are building a six-lane bridge over the Union Pacific tracks, with Rice Avenue realigned roughly 250 feet east between Sturgis Road and Wooley Road. Construction started in March 2025 and is scheduled to wrap in December 2028. The California Public Utilities Commission had ranked that crossing fourth in the state for needed safety work, after a Metrolink train hit a truck stopped on the tracks there in February 2015. A 45 month contract next to live rail is not a weekend rental. That is a standing deployment with a service schedule.
South of there, the city’s Water Resource Recovery Facility is being rebuilt while it keeps running. The plant treats 31.8 million gallons a day for roughly 210,000 residents, with more than 400 miles of sewer line and 15 lift stations behind it. The work covers primary clarifiers, seismic retrofit of the activated sludge basins, a full aeration replacement and new odor control, and it runs about two and a half years from a 2026 start. Confined space work inside a live plant is one of the few places where an end-of-shift wash is written into the safety plan instead of argued about.
At the Port of Hueneme the constraint is different. This is the only deep water port between Los Angeles and San Francisco, with a 40 foot entrance depth, more than 1,000 reefer plugs, and federal money going into wharf and berth upgrades, shore electrification and rail. Cargo never stops for construction. So the trailer goes in the contractor laydown yard, not the terminal apron, and we service it inside a window the port sets.
Then there is the base. Naval Base Ventura County is the largest employer in the county, with more than 19,000 people across Point Mugu, Port Hueneme and San Nicolas Island, and it is the West Coast home of the Seabees.
