Salt Lake County finalized its winter plan at the Utah Homelessness Council meeting on September 21. It counted about 732 winter overflow beds against a target of 900, plus roughly 250 Code Blue beds. County staff called it the largest number of beds ever identified as needed for a single winter. Beds are the number that gets reported. Showers are the number nobody counts.
Here is the part that trips people up. A Code Blue night asks each resource center to add 35 percent more space, and other groups open warming centers on top of that. The state calls it off a forecast, so the notice is short. Adding 85 cots to a church hall does not add one shower stall. The West Valley overflow site on Redwood Road takes 170 people. Ville 1990 on North Temple takes 210. St. Vincent de Paul takes 65. Those buildings were plumbed for the crowd they were built for, not the crowd a cold snap sends them. The shelter village on 700 West is the clearest case. Fifty people live in sleeping units with no plumbing in them at all, on a lot, with a power drop. Every hygiene need on that site has to be brought in. We park a unit where the service truck can reach it, set the pumping schedule before the first shower, and keep the heat on inside the box overnight. On a microshelter site the door lock is not a nice touch. It is the whole point.
After eight years of this work in the valley, the thing we plan first is the pump-out, not the drop. A shelter lot is usually tight, usually shared with staff parking, and usually sited where neighbors are watching. We walk it with the program manager, pick a spot the truck can hit without blocking the gate, and set service times outside the morning rush. Site planning for mobile shower units in Salt Lake City, done right
Anything on city property needs a Salt Lake City special event permit. That covers parks, city owned lots, streets and sidewalks, and the application gets reviewed by several departments at once, including police, fire, public works, transportation and parks. If any part of your setup sits in the public right of way, the city wants a traffic control plan that follows the federal traffic control manual. Downtown street closures get their own look. Private property and fenced job sites are far simpler, and that is where most of our work in this city sits.
On a construction site the federal sanitation standard is the one that governs. It sets toilet counts by crew size, one facility for 20 or fewer, then one seat and one urinal per 40 workers above that. It also requires washing facilities near the work wherever crews handle paints, coatings, herbicides or other material that could be harmful, and OSHA reads that last phrase broadly. Where showers are required the figure is one shower for every 10 employees of each sex, with hot and cold water and body soap. Sites with a contamination risk also need change rooms that keep street clothes away from work clothes.
Then there is the water going down the drain. Utah defines graywater as untreated wastewater that never touched toilet waste, and that definition names showers, washbasins and laundry outright. It is still regulated wastewater and it does not go on the ground. Holding tanks have to be pumped at regular intervals with the contents taken to an approved facility, and the state requires a contract with an approved pumper under its own pumper rule. Disposal also has to satisfy the local health authority, which here is the Salt Lake County Health Department at 385-468-4100. We handle all of that inside the rental. The airport rebuild is the longest running job in the city and it is not done. Phase four is a 16 gate expansion on the east side of Concourse B, with about 25,000 square feet of restaurant and retail, and the final 11 gates plus six concessions open in October 2026. Paving carries into early 2027. Holder Construction and Big-D Construction run the joint venture. A badged site inside a secure perimeter is a different problem than a downtown block. Trade crews cannot wander into a terminal restroom, and our service truck needs its own escort plan.
Downtown is about to get busier. The Delta Center has been under an inside-out renovation since April 2025, phased through the 2026 and 2027 offseasons, with a 450 stall garage opening this year and hockey seating going to about 17,000. The Salt Palace is scheduled to close in fall 2027 for a demolition and rebuild that is expected to take three years. Two block-sized jobs, side by side, on hard handover dates. That is the profile where crews get hot-water showers in a private room on the lot instead of a promise about next phase.
West and south of the city the work is industrial. Bingham Canyon is about 2.5 miles across and more than three quarters of a mile deep, with roughly 2,000 people moving on the order of 450,000 short tons a day, and the concentrate travels about 17 miles by pipeline to the smelter at Magna. North of the valley the Woods Cross refinery runs 45,000 barrels a day. A planned shutdown brings hundreds of traveling contractors onto a fenced site for a few weeks, with hot work and confined space entry, and the site’s own facilities were never sized for that head count. Where crews handle coatings or other harmful material, washing facilities near the work are required, and showers come with that territory. The northwest quadrant is the widest open ground in the city and the emptiest. The state prison sits on about 170 acres at 1480 North 8000 West, north of I-80, and the warehouse and rail ground around it stretches for miles with almost no power and no water line. The Angel Moroni statue lost its trumpet. The fault under all of this is the Wasatch, which has broken the surface 19 times in the last 6,000 years. Every emergency plan in this valley is written against that, and the first thing that goes in a big one is water and sewer to buildings.
Fire is the summer version. The Parleys Canyon Fire in August 2021 burned in the canyon that carries I-80 out of the city and pushed evacuations at Summit Park and Lambs Canyon. Back in September 2010 a live-fire exercise at Camp Williams started the Machine Gun Fire, which ran through more than 3,500 acres and took three homes in Herriman. Base camps for those fires go into trailheads and gravel pullouts. No hydrant. No panel. Our 8-Station is CAL FIRE approved and it goes out with a generator and a water haul schedule already set, not figured out on arrival.
Then there is water going the other way. The 2022 to 2023 winter set snowpack records and the melt that followed put creeks across the valley at or above their old peaks, with cities filling sandbags for weeks. City Creek, Emigration, Parleys, Mill Creek and both Cottonwood creeks all run through neighborhoods on their way to the Jordan River. Ground on the west side and out toward the lake stays soft from April into June, and a loaded trailer will find that out for you. Grade, tight turns and fire risk in late summer. Staging for a foothill fire happens fast, usually into a trailhead lot with no services at all. We keep a unit that can leave the yard inside an hour.

What sports camps ask about crew shower trailers in Salt Lake City

Will a portable shower trailer actually keep working through a Salt Lake City January?
Yes, if it is set up for it. Every one of our units has heat and a smart thermostat, so the inside of the box stays above freezing overnight with nobody on site. The parts that need a plan are outside: the site hose, the bib and the waste connection. We run insulated heated hose and drain the waste line between services. On the coldest stretches, when the valley is sitting in one of those weeks where the high never gets above freezing, we will close the unit up and switch to scheduled water delivery and pumping instead of fighting a frozen site connection every morning.
How fast can you get a unit to a shelter or warming site when Code Blue is called?
Same day in most cases, and we have done it. Code Blue gets declared off a forecast, so everybody finds out at once and the phone rings all afternoon. What speeds it up on your end is knowing three things: where the truck can reach for pumping, whether there is a panel or we bring a generator, and who is on site to point at a spot.
How many shower stations do I need for a crew of 60?
The head count is only half the question. Ask how long the window is. Sixty workers coming off one shift into a 45 minute window is a harder job than 200 people showering across an evening. The federal construction rule sets a floor of one shower per 10 employees of each sex where showers are required, which puts 60 workers at six. We usually land on the 8-Station for a crew that size, because the extra rooms buy back time at the end of the shift.
Do I need a permit to park a shower trailer in Salt Lake City?
It depends entirely on whose ground it sits on. On a fenced private job site, no city permit is involved. On city property, in a park, on a city lot, or anywhere in a street or sidewalk, you need a Salt Lake City special event permit, and anything in the public right of way needs a traffic control plan. Downtown closures get an extra review. We have been through this process plenty of times and we will tell you which bucket your site falls in on the first call.
Where does the shower water go, and how often do you pump it?
Into a sealed waste tank on the trailer, and then out by an approved pumper to an approved disposal site. Utah counts shower water as graywater, which is regulated wastewater, so none of it goes on the ground. The 8-Station carries 950 gallons of waste, which covers a normal service cycle on most jobs. We set the pumping schedule before the first shower and adjust it once we see real usage. On long deployments we tie into septic where it is available, which cuts truck visits a lot.
Can somebody in a wheelchair use your showers on a Salt Lake City job site?
Yes. The ADA + 2 gives you one accessible room plus two standard private rooms, and it comes with its own ramp built in. The accessible room has a roll-in shower with a seat and a hand wand. It meets federal ADA requirements. That unit parks next to any other trailer we bring, so one lot covers your whole crew and nobody gets sent to another address.
Can I run a shower unit without any hookups at all?
Yes, and out in the northwest quadrant or up a canyon that is usually the plan. Every unit works closed, carrying its own fresh water and holding its waste, with us delivering water and pumping on a set schedule. Power is the piece to sort out first. The 8-Station wants one 50 amp 220 volt circuit, so a bare site means a generator. The ADA + 2 and both smaller combos each need two ordinary 120 volt 20 amp circuits.
What about phased jobs where the laydown yard keeps moving?
That is normal on the big work here, especially on campus and terminal jobs where each phase closes out a different piece of the site. We plan for two or three moves instead of one drop, and we write it into the contract up front so nobody is renegotiating in August. Each move is a couple of hours if the new spot is picked ahead of time and the ground is ready.
Do you work with counties, cities and agencies on purchase orders?
All the time. We are SAM.gov registered, licensed and insured, and part of an A plus BBB rated network with a 99.9 percent incident free record. That is usually what a procurement office needs to open a purchase order without a lot of back and forth. Emergency purchases still follow a process, and having our paperwork already on file is what makes a same day mobilization real instead of theoretical.

The site side cold weather checklist for a Salt Lake City shower setup
Most of what we get called out for in January is not the trailer. It is the fifteen feet of hose between the trailer and your building. That piece is thin, it sits outside, it is usually the customer’s hose, and it is the first thing to turn solid on a 20 degree night. The trailer itself has heat and a thermostat and takes care of itself. This list is about your half of the setup.
Start with the water source. Find out whether the bib you are planning to use is frost-free, and if nobody knows, assume it is not. A standard bib with water sitting in it will split, and you will not find out until spring when somebody turns it on and the wall gets wet. If the only source is a standard bib, plan to shut it off and drain it between fills rather than leaving the line charged.
When to book a shower unit for the Salt Lake Valley’s busiest stretches
Demand here is not flat, and the tight weeks are predictable if you know the calendar. Booking against that calendar is the cheapest thing you can do to protect a date. Here is how the year actually runs in this valley.
January and February are shelter and cold weather months. Code Blue alerts get declared off a forecast, which means demand spikes with about 48 hours of warning and everybody calls at once. If you run a program that expands in winter, get your units on contract in the fall rather than competing for them during the first hard freeze. Construction is slower in these months, which helps, but not as much as you would think, because the big downtown and terminal jobs work straight through. The fall call is the cheap one, and the February call is the expensive one.
Shower trailer or combo unit: picking for a long Salt Lake Valley job
This is the question we get asked most often on jobs running longer than a month, and the answer flips depending on one thing: whether the people using it have anywhere else to go. Both unit types work. They solve different problems.
Start with the shower-only unit. The 8-Station is eight private rooms in a 29 foot box, 35 feet with the tongue, and it moves about 200 people a day. Every room has its own hot and cold controls and a metered head at 1.5 gallons a minute. It carries 200 gallons of fresh water with 950 gallons of waste behind it. It is the right answer when throughput is the problem and the site already has restrooms. Shift change at a large job, a fire camp, a turnaround, a mass care site.
Getting a shower unit onto a downtown, badged or canyon site
Delivery is where a good plan falls apart in this city, and it is almost never about the trailer. It is about access. Three kinds of sites here each break in their own way, and all three are fixable if somebody thinks about it before the truck rolls.
Downtown first. Salt Lake City has some of the largest blocks in the country, which sounds like an advantage and is not. The blocks are big but the curb is spoken for, and the work happening around the arena and the convention center has been eating staging space for a while. Anything sitting in a street, a sidewalk or a city lot needs a permit and a traffic control plan. That is not a same day process. If your site is downtown, we want to walk it before we quote a unit, because the difference between a spot on private property and a spot four feet into the right of way is the difference between a delivery and a permit application.
