Ellington Field is an unusual base. It hosts troops from all five services, Army, Navy, Marines, Air Force and Coast Guard, under one set of tenant agreements. The 147th Attack Wing of the Texas Air National Guard flies MQ-9 Reapers from there. Navy Reserve Center Houston, 1st Battalion 23rd Marines and Coast Guard Air Station Houston sit on the same field. Start with OSHA. The construction sanitation standard, 29 CFR 1926.51, does not require showers everywhere. It requires them where another standard says so, and the two that come up most on the channel are lead work under 1926.62 and asbestos work under 1926.1101. Once that applies the numbers are set for you: one shower head per 10 employees of each sex showering on the same shift, soap at the showers, hot and cold water on a common discharge line, and a clean individual towel per person. We size orders off that ratio rather than off a guess, and it is the first question we ask when a contractor calls about portable shower unit rentals for an abatement scope.

Then the water. The state defines graywater narrowly: shower, tub, clothes washer, bathroom sink and domestic sink water, under 30 TAC 210 Subchapter F. The moment that water touches toilet waste it stops being graywater and becomes wastewater, which is why a combo unit with toilets in it always gets pumped and hauled or tied into an approved connection rather than discharged on site. Inside city limits, non-domestic discharge to the sanitary sewer runs through Houston Public Works and its Industrial Wastewater Service. Accessibility is the one people forget. Texas rules state plainly that temporary facilities around a construction site are subject to the Texas Accessibility Standards, which were written to line up with the 2010 federal ADA standards. Scaffolding and construction trailers are carved out. A temporary shower block for workers is not the same thing. The Ship Channel corridor runs from Baytown through Channelview, Deer Park and Pasadena down to Texas City. A major unit turnaround can put 1,500 to 2,000 skilled contract workers on one site, and a typical Gulf Coast turnaround runs 2,000 to 5,000 craft workers over a 30 to 90 day window. Spring season is roughly February through May. Fall picks back up in September and October. Demand here is not flat. It doubles twice a year, and the regional supply of trailers does not.

Some of those crews have no choice about showers. OSHA’s construction sanitation standard, 29 CFR 1926.51, does not put showers on every job. It puts them on the jobs where a substance standard says so, and the two big ones are lead work under 1926.62 and asbestos work under 1926.1101. Once that trigger hits the head count stops being a judgment call, and the rules section below lays out what the standard actually sets. A 160 person shift lands at two 8-Station units, not one.

New construction keeps the rest of the calendar busy. ExxonMobil broke ground in late January 2026 on the Baytown Refinery Reconfiguration Project, about 700 contracted positions, pushing Group III base stocks toward 8,000 barrels a day by 2028. Downtown, the 13 billion dollar North Houston Highway Improvement Project has crews in the ground: Chartres Street between Commerce and Runnels was closed from January 15 through March 28, 2026 for storm sewer work. Storm sewer means confined space entry. People come up out of that hole filthy.

Out on the edges it is dirt and clay. Harris County Flood Control has at least three and a half billion dollars of approved 2018 bond work going to bid over three to five years, and the district expects to create or accept more than 3,400 acres of detention basins and channel improvements. A 157 million dollar Grand Parkway drainage job between Cypress and Katy started in summer 2026 and runs four to four and a half years. Those sites are thirty minutes from a building with a working shower. We place the unit near the decon line, clean side out, and we pump on a set cadence so nobody has to call about it.

The May 16, 2024 derecho changed how people here think about staging. Gusts hit an estimated 100 mph downtown and a measured 78 mph in Highlands. Windows blew out of high rises. Power went out for 922,000 CenterPoint customers, about 555,000 were still dark a day later, and nearly 60,000 homes and businesses had no power the following Wednesday. Eight people died. It was the worst damaging wind event to hit this area in nearly 25 years.

Then Beryl, seven weeks later. CenterPoint’s restoration workforce hit 4,500 lineworkers and vegetation crews. The company opened four staging sites to onboard mutual assistance crews, and by the time restoration was running there were 17 staging areas across Houston, one of them at the race track. CenterPoint said it stood up a site for thousands of linemen inside 14 hours. Mutual aid crews drove in from as far as Florida and West Virginia, and they generally need two or three days to start, because it is not safe to move them in before the storm clears.

A staging site is a small town. Reporting on it used that exact word. It has office trailers and a command post. It has a kitchen tent that feeds hundreds of meals a day. It has the sanitation block too. The showers and the laundry are what crews actually judge you on. A lineman who has been in a bucket for sixteen hours in August does not want a curtain and fifty other people waiting. Give him a locking room, a bench and hot water that stays hot.

The standing work is bigger than the storms now. CenterPoint’s 2026 targets are 35,000 storm resilient poles, 8,000 miles of higher risk vegetation cleared, and 500 transmission structures hardened, and the company says it has set more than 68,000 resilient poles since 2024. In the first quarter of 2026 alone it put in over 10,000 poles and cleared more than 1,600 miles. How do you handle the greywater on a Houston job, and can you tie into our septic?

Every unit has its own waste tank, and we pump on a set schedule rather than waiting for somebody to notice it is full. On the 8-Station that tank is 950 gallons, so a busy two-shift camp usually gets pumped daily. On long jobs we prefer a septic tie-in because it takes the pump truck out of the loop, and the 8-Station is built for it. Do you clean and restock the trailers during a long Ship Channel turnaround, or is that on us?

That is on us. Cleaning, restocking, supplies and the pump cadence are all part of the rental, and on a turnaround we service before shift change so the crew walks into a clean unit. For camps over about 100 people we can put an attendant on site, which keeps the rooms usable through a peak hour. We also set a spare on larger jobs so a service visit never takes a unit out of rotation.

Will the showers still run in a Gulf Coast hard freeze and in a 105 degree heat index week?

Yes to both, and they are different problems. For summer, every trailer has AC on a smart thermostat, so the room is cooler than the air outside, and the metered heads mean the last person in line still gets pressure. For winter we winterize the plumbing and manage the fill schedule, because the 2021 freeze taught everybody here what an unprotected line does at 15 degrees. Our units carry heat, not just AC. That is why they work in January as well as August.

Can you add units mid-job if our camp goes from 60 people to 250?

Yes, and this happens constantly on storm and turnaround work. We own over 250 units, so scaling up means moving our own equipment instead of calling other companies to see what is available. The math we run is one head per 10 people on the same shift, so a 250 person camp split across two shifts needs fewer heads than people expect. Is there a limit on how long we can keep a unit on a multi-year Grand Parkway job?

No limit. Long-term is normal for us, and the Grand Parkway drainage work between Cypress and Katy is a good example at four years or more. On a deployment that long we change the setup. Where the site allows it, we switch to septic tie-in instead of haul-off. We also add a heavier service schedule and keep a spare unit nearby. A rural site that is fine in October is a different place in June, so we plan for the swing. Monthly terms are the usual structure.

Where does the money actually go on a shower trailer rental, so we can budget the line item?

Four things move the number more than anything else. Station count, which comes from your shift head count rather than your total roster. Service frequency, which is really pump cadence and how far the haul runs. Distance and access, because a plant gate delivery off Highway 225 is not the same job as a gravel pad out past Brookshire. And duration, since long-term deployments are structured differently than a two-week turnaround. Accessible units and combos with laundry also sit in a different bracket than a straight shower unit.

What do we get if we need toilets, showers and laundry in one trailer for a 30-person crew?

How fast can you get a unit to a Houston staging site after a storm like the 2024 derecho?

We dispatch around the clock, and in this market we plan for the two or three day gap between a storm passing and mutual aid crews being cleared to work. That gap is our window to build the camp. We know what the surge looks like here, because a single wind event can put the whole metro on restoration footing overnight. What does our Houston site have to provide for power and water?

Less than people assume. Our 8-Station needs one 50 amp 220 volt circuit, and the smaller units run on two standard 120 volt 20 amp circuits, which a normal temporary panel or a jobsite generator handles. Water can come from a hookup, a hydrant meter, or we haul it in. A level pad and truck access for delivery and pumping are the two things we genuinely need. If the lot goes soft after rain we bring mats.

How to size a shower trailer order for a Houston turnaround shift

Most people size a shower order off the wrong number. They count the whole contract roster, divide by something, and call it done. That is how you end up with four trailers sitting half empty at noon and a line forty deep at six. The number that matters is how many people have to shower on the same shift.

Where showers are required by an OSHA substance standard, the ratio is written down: one shower head for every 10 employees of each sex who are required to shower during the same shift. Read that twice. Same shift, not same day. A 300 person job split evenly across two shifts needs 15 heads available per shift, not 30. A 300 person job where everybody works days needs 30. Shift structure is a sizing lever, and most site teams never touch it.

Every conversation about portable shower trailers eventually becomes a conversation about water leaving the trailer. It is the part that trips up site teams. It is also the part that gets a job a visit nobody wanted, so it is worth understanding before the first delivery rather than during it.

Texas draws a clean line. Graywater means water from showers, tubs, clothes washers, bathroom sinks and domestic sinks. It does not include water that has touched toilet waste, water from washing things soiled with human waste, or water from food prep sinks. Work in Houston depends on two calendars that nobody puts on the same page. One is turnaround season. The other is hurricane season. They overlap, and if you plan a camp without looking at both you will eventually be competing for equipment against a disaster.

Turnaround season is the predictable one. Spring runs roughly February through May. Fall picks up in September and October. A turnaround window is 30 to 90 days, so the equipment commitment is a quarter long and not a week long. Every contractor in the corridor is sourcing the same support gear in the same weeks.
